It keeps casinos open, it provides a job for those who don't initially get canned, it provides additional employment for Meeting Coordinators... and it makes its executives super rich while distributing a few crumbs to stockholders. Harrahs will single-handedly make the American people wake up and realize that some nearby Indian casino will screw you no worse than you will get screwed in Vegas!
